Shamala Immaculate is a gender equality strategist, women’s rights advocate, and governance practitioner committed to advancing inclusive leadership, accountability, and sustainable development in Kenya. She is a Director at the Insurance Regulatory Authority and the CEO of Trans Nzoia Women Leaders Network.
She led the development of the first and only Gender Policy in Trans Nzoia County, a landmark framework that has strengthened gender mainstreaming, institutional accountability, and inclusion within county governance systems. This policy has positioned gender equality as a core pillar of other policies, plans, and public resource allocation.
Ms. Shamala has also been instrumental in building a women’s solidarity movement that brings together grassroots women, leaders, and stakeholders to advance inclusion, gender-responsive budgeting, and systems reform. This serves as a platform for advocacy, capacity building, and collective action, ensuring women’s voices are not only heard but embedded in decision-making processes.Her strategic engagements span government institutions, civil society, and development partners, fostering collaboration that has strengthened women’s rights, dignity, recognition, and participation in leadership. Through these partnerships, she has contributed to improved gender-responsive planning, enhanced civic engagement, and stronger accountability systems at the county level.
Her effort in promoting inclusive leadership has been recognized by FIDA Kenya making her to be awarded Governance Champion of the Year (2025).
